AN ADRRESS BY THE NETCO MD AT THE INAUGURATION OF NETCO ANTI-CORRUPTION

AN ADDRESS DELIVERED BY THE MD, NETCO ON THE OCCASION OF INAUGURATION OF NETCO ANTI-CORRUPTION COMMITTEE ON FRIDAY, NOVEMBER 17, 2017.

It gives me great pleasure to welcome you all to this Landmark event today in NETCO.

I wish to specially commend the Group Managing Director, NNPC, Dr. Maikanti Baru for his effort at raising the bar in the Corporation by inaugurating the NNPC reconstituted Anti-Corruption Committee on the 7th of August 2017.

The GMD directed that all MDs of ABUs and relevant MDs of CSUs like NAPIMS and Medicals to constitute and inaugurate their Anti-Corruption Units who will work closely with the Corporation’s Anti-Corruption Committee to ensure a corruption free NNPC. Consequently, NETCO Management has invited you to witness the inauguration of NETCO Anti-Corruption Committee today, the 17th of November 2017.

We are living witnesses to the current realities in the Nation, Economy, our Corporation and the World at large. It is no gain saying that with low oil prices and a glut in the market of the Nation’s main revenue earner, the security situation in the Niger Delta, in particular, and the Country in general; reduction in IOC Major Projects; the time to be prudent and block all leakages cannot be later than now. The only survival strategy at a time like this is to change from our old ways of doing business and embrace the best practice of transparency, accountability and honesty with integrity.

The current Government has placed high premium on fighting corruption in the country and it is a great delight that without doubts NNPC is leading the fight all the way.  It is on record that NNPC was the first agency of Government to form an in-house anti-corruption committee soon after the proclamation of the ICPC act. 

This action shows the Corporation’s commitment to transparency and openness in all it does, and it also shows its zeal to ensure staff imbibed the culture of fighting corruption.

The Anti-Corruption Committee in NNPC is guided by the corrupt practices and other related offences Act, 2000, NNPC’s Policies, Procedures, Rules and Regulations, and Pertinent, Relevant Laws and Government directives.

The NNPC Anti-Corruption Committee is expected to compliment the Anti-Corruption Commission set up by law of the Federation.

Specifically, the Anti-Corruption Committee being inaugurated today in NETCO is established to carry out the following functions:

  • Receive and investigate any report of corrupt practices within the business of NETCO.

     

  • Examine the Practices, Systems and Procedures of NETCO with a view to closing all gaps that could lead to corrupt practices.

     

  • Instruct, Advise and Assist any NETCO staff on ways by which fraud and corruption can be prevented.

     

  • Publish within NETCO, Changes in Practices, Systems or     Procedures that promote Transparency and Accountability.

     

  • Educate the entire staff on and against Bribery, Corruption and other     related offences.

     

  • Enlist and encourage Customers / Clients support in combating corruption.

     

  • Make appropriate recommendations to NETCO Managing Director on any matter relating to the above issues.

 

The Committee is also empowered to:

  • Use the Existing Financial, Material and Human Resources in NETCO in the discharge of its duties.

     

  • Ensure that Public Enlightenment Articles are published in all In-House      Newsletters and other Publications of NETCO.

     

  • Print and circulate Anti-Corruption Posters in NETCO.

  • Educate staff on how best to contribute to the success of the Anti-Corruption effort.

     

  • Review the Operational Systems in NETCO or any of its locations that     encourage Corruption and recommend remedial action.

     

  • Correspond directly with any staff it requires either to give information or    to render services in the any location the committee desires.

Considering the Function and Empowerment of this great committee, I wish to pledge the full co-operation of Management and staff of NETCO.

I sincerely thank Mr. Bernard Fayam, Secretary, NNPC Anti- Corruption Committee for attending this inauguration personally.

Colleagues, Ladies and Gentlemen, it is therefore with fulfilment of respect that I inaugurate the NETCO Anti-Corruption Committee with Mr. Calvin Rubainu as the Chairman and Mrs Anthonia Iriogbe as the Secretary. Other members of the Committee are:

It is on this note that I wish to inaugurate this committee to the glory of God and for the betterment of all staff of this great company called NETCO.

I must indeed congratulate all of the members as your selection is based on your individual integrity and record of performance on the job in NETCO.

The NETCO Anti-Corruption Committee shall report to the MD unhindered.

I want to assure you that, as Management, we will not shy away from acting appropriately on proven cases of corruption.

INAUGURATION OF OTHER COMMITTEES IN NETCO

Ladies and Gentlemen

As part of the current NETCO Management drive for excellence as a world class company and the need to provide a level playing ground to all staff, we are also inauguration two other committees today namely, Staff Recognition and Award Committee and Disciplinary Advisory Committee.









The committees and members are as follows:

The terms of reference of the various committees will be made available to the members. It is hoped that with the inauguration of these committees, NETCO will move on a faster lane and achieve the purpose for which the company was established by its founding fathers.
