SPDC AWARDS ENGINEERING SERVICES FOR OTUMARA NODE (AGS1) INSTALLATION OF ELECTRICAL POWER TRANSMISSION LINE PROJECT TO NETCO By: Timothy A Akinyemi (PMP), Project Manager

Shell Petroleum Development Company (SPDC) is currently constructing a new AGS facility at Otumara, a key component of the project is the construction of a 4.5MW power generation station at Otumara.

In line with the SPDC social responsibility commitment and philosophy for electrical interdependency, about 1.5MW of this power is to be transmitted to the three host communities, to replace SPDC supplied diesel generators that are currently providing power.

The transmission lines will be installed along the existing Right of Way (ROW). SPDC plans to execute the project with the involvement of qualified host community based local contractors.

The complexity of the transmission line project however makes it imperative that SPDC provides substantial project management support, including preliminary study, detailed design and also installation supervision.

To execute the project, Shell Petroleum Development Company SPDC, in April 2012 awarded the project to NETCO to provide engineering services for the Installation of Electrical Power Transmission Line to Saghara flowstation and Otumara Node communities in Warri namely: Ugbegungu, Ugborodo and Deghelle communities.

NETCO services are segmented in to two phases as follows:

1.      Preliminary (Concept) study to determine the most feasible and cost effective mode of transmitting the power.

2.      Prepares a detailed design package for tendering.

Preliminary study criteria include safety, technology and experience, constructability, flexibility and maintainability, reliability and cost.

NETCO concluded the Preliminary study in September 2012, and recommended hybrid mode of transmitting power to the community's i.e:

·           Overhead Transmission line (OTL)

·           Underground (Subsea) Cable transmission line (UGC) at main river crossing and pipeline crossings

 SPDC has since given approval to proceed to the second phase and NETCO is currently executing the detailed Engineering phase of the Project.
